The Constitution (Links to an external site.)commits all citizens to the establishment of a society based on democratic values, social justice (Links to an external site.) and fundamental human rights, and defines South Africa as a sovereign (Links to an external site.), democratic state founded upon the values of universal adult suffrage, a national common voters’ roll, regular elections and a multi-party system of government. This means that government is based on ‘the will of the people’, and that we are responsible for our own destinies since, through the electoral process (Links to an external site.), we run our country and our public institutions. This is an inalienable right and one that needs to be carried into the education system from the highest level down to schools and educational institutions. The implication is that all policies and laws developed must be founded on and should protect and promote democratic principles (Department of Education 2001:13).

As an education leader, you can uphold these democratic principles in class when implementing cooperative learning . By participating in cooperative learning and taking responsibility for learning certain sections of work and making sure that other group members understand it well, learners experience being part of a successful process. Learners have to take responsibility for their own learning in their groups, learning at a young age that each of them is responsible for his or her own destiny, as a learner in cooperative learning, as well as later in life as an adult participating in our democratic society (Links to an external site.)
